The County of Loudoun, Virginia is seeking bids from USACE/DEQ‑approved stream mitigation banks to purchase a total of 1,126 stream mitigation credits (Unified Stream Methodology) to compensate for impacts from the Evergreen Mills Road/Watson Road/Reservoir Road intersection improvement project. Bidders must be owners or authorized representatives of active mitigation banks within the specified watershed (HUC 02070008), provide a single unit price per bank location, and submit required documentation (service‑area map, ledger, purchase agreement, regulatory approvals). The contract will be awarded to the lowest responsive and responsible bidder(s) based on unit cost, with the possibility of multiple awards to meet the total credit quantity.
