Medical Plan Administration

The Washington Suburban Sanitary Commission (WSSC) is soliciting sealed responses for Medical Plan Administration. The project involves providing administration of the current self-funded medical programs for the WSSC and the Maryland-National Capital Park and Planning Commission (M-NCPPC). The selected vendor will be responsible for administering the medical plans for active employees, retirees under 65, COBRA participants, and possibly Medicare Retirees. The contract period is expected to be from January 1, 2027, to December 31, 2029. • The vendor must provide administration of the self-funded medical plans, including claims processing, network management, and customer service. • The vendor must also provide financial quotes for the administration of the medical plans, including base administration fees, other PEPM fees, network access fees, and estimated PEPM amounts to access wrap/national networks. • The vendor must guarantee fees for the initial contract period and may be required to offer fee/rate caps in years 4 and 5. • The vendor must also provide information on their care management/utilization management program, including the base program and any buy-up/enhanced programs. • The vendor must provide information on their trend/discount guarantees, including medical trend guarantee details and medical discount guarantee details.
