Bull Run Dam 1 and 2 FERC Part 12D Study

The City of Portland is seeking a contractor to conduct a FERC Part 12D Study for Bull Run Dam 1 and 2. The study will include a safety inspection report and dam engineering services. The contractor will be required to provide a proposal that includes a detailed scope of work, timeline, and cost estimate. The City will evaluate the proposals based on the responsiveness to the RFP, the qualifications and experience of the contractor, and the cost of the proposal. • The RFP includes three items: Safety Inspection Reports, Dam Engineering, and General Engineering Services. • The contractor will be required to provide a NIGP code for each item. • The City reserves the right to begin negotiations with the second highest scoring proposer if negotiations with the first proposer fail. • The contract award will be based on the best value to the City.
