Description

The City of Columbia is seeking proposals from qualified Engineering, Procurement, and Construction firms to design and construct an elevated solar array at the Columbia Wastewater Treatment Plant. The project aims to create a 2.1 MW DC (1.4 MW AC) maximum solar canopy to offset a portion of the current energy usage. The project must meet various requirements, including prevailing wage and apprenticeship, Davis-Bacon and Related Acts, Build America, Buy America Act, and Domestic Content requirements. • The project requires a minimum of 13 feet elevation due to flood plain concerns. • The project must start construction by July 4, 2026, and be placed in service by December 31, 2030. • The project must meet the provisions of 2 CFR 200 Appendix II and abide by EPA General Grant Terms and Conditions. • The City of Columbia has implemented an overall citywide 15% goal to encourage socially and economically disadvantaged business participation. • The project is partially funded through Federal Financial Assistance, and respondents must comply with BABA requirements.

Budget estimate

$10,000,000 – $15,000,000

The budget for this project can be estimated based on the cost of designing and constructing a 2.1 MW DC solar canopy. The cost of solar panels, inverters, and other equipment, as well as labor costs, will be significant factors in determining the budget. Assuming an average cost of $2.50 per watt for solar panels and an average cost of $1.50 per watt for inverters, the total equipment cost for the project would be approximately $5.25 million. Adding labor costs, engineering and design costs, and other expenses, the total budget for the project could be in the range of $10 million to $15 million.
