Description

YES Prep Public Schools is seeking a qualified, licensed contractor to design, supply, program, and install a comprehensive security system—including Genetec‑based access‑control hardware, IP cameras, digital monitoring platform (DMP) intrusion detection, and integration with owner‑provided bell/PA devices—at two new school buildings (Fifth Ward Elementary and Northside Secondary) slated for completion in May 2027. The contractor must be a Genetec Unified Elite partner, provide all necessary warranties, obtain required permits, and adhere to strict Texas public‑work procurement rules, including prevailing‑wage and liquidated‑damages provisions. Proposals are due 10 AM CT 5 Oct 2026; questions must be submitted by 5 PM CT 28 Sept 2026. • Scope: supply and install access‑control panels, card readers, IP surveillance cameras, DMP server/software, cabling, and related infrastructure. • Programming & licensing must be performed using Genetec Unified Elite tools. • Bell/PA devices are supplied by the Owner; contractor installs and integrates them. • Required documentation: proof of Genetec partnership, OSHA safety logs, insurance, bonding, prevailing‑wage compliance, and conflict‑of‑interest disclosures. • Project timeline: work must be completed no later than the schools’ construction completion (May 2027). • Evaluation criteria include technical solution quality, experience, financial stability, safety record, and overall cost.

Budget estimate

$500,000 – $1,200,000

The contract will cover hardware (cameras, access‑control panels, readers, DMP server), software licensing (Genetec Unified Elite), installation labor, engineering design, permits, insurance, bonding, and a one‑year warranty. For two new school buildings, comparable school‑security projects range from $500 K to $1.2 M depending on equipment quality, site conditions, and labor rates in Houston. Assuming mid‑range equipment and standard labor, a realistic estimate is $800 K–$1 M. Factors that could push the low end include using a limited‑scope design or lower‑cost hardware; the high end could be driven by premium Genetec packages, extensive cabling, and accelerated schedules.
