Warm Waste Pond

The Battelle Energy Alliance, LLC (BEA) is seeking an Expression of Interest (EOI) from qualified vendors for the construction of a new lined warm waste pond at the Advanced Test Reactor (ATR) Complex. The scope of work includes the construction of a pond with a footprint up to 25% larger than existing individual warm waste ponds, installation of CSPE-R primary geomembrane liner and HDPE secondary liner, extension of existing gravel road, chain-link fence, and power service. The selected vendors may be invited to participate in a Request for Proposal (RFP) process for award consideration. • The project requires compliance with applicable federal, state, and local requirements, including environmental, safety, and electrical standards. • The scope of work includes earthwork and pond construction, CSPE-R and HDPE geomembrane installation, double-liner leak-detection systems, industrial pumping and controls, civil/site (roads, rendering), and pipeline extensions in industrial settings. • The deadline for submission of EOI is March 17, 2026. • The EOI should include company name and point of contact, description of relevant capabilities and experience, NAICS codes and business size classification, and any existing DOE or federal contracting experience.
