Shelby County Government is seeking a single vendor to deliver a comprehensive Employee Assistance Program (EAP) for approximately 8,000 active and retired employees and their families. The program must provide 24/7 counseling, crisis response, substance‑abuse treatment, wellness coaching, and a full technology platform (online portal, mobile app, web‑chat, single‑sign‑on) with robust reporting and analytics. Vendors must submit a detailed fee schedule on a per‑employee‑per‑month (PEPM) basis, guarantee pricing for a 36‑month period, and may optionally place fees at risk. The solicitation requires extensive documentation, including licensure, experience, insurance, and a scored Excel “scorecard.” The contract is initially one year with up to two optional one‑year extensions, subject to performance and funding.
