The State of New Jersey Board of Public Utilities is seeking a single vendor to provide comprehensive administration and management services for its Clean Energy Program (NJCEP). The contractor will oversee all program components—including solar incentive administration, energy‑efficiency program processing, data‑management via an Information Management System (IMS), call‑center operations, training, outreach, and reporting—while complying with rigorous security, insurance, and subcontractor‑set‑aside requirements. The contract is a firm‑fixed‑price, five‑year base term with up to three one‑year extensions, and mandates the use of a State‑supplied price sheet for pricing.
• Manage and operate the NJCEP’s solar, community‑solar, dual‑use solar, remote net‑metering, and other incentive programs, including registration portals, QA inspections, and incentive disbursements.
• Provide full‑cycle program administration for energy‑efficiency initiatives (new‑construction, large‑energy‑users, CHP‑FC, local‑government audits, etc.), including application review, technical assistance, inspections, and reporting.
• Operate, maintain, and secure the IMS that stores program data, generate monthly, quarterly, and annual performance reports, and support data‑analytics and stakeholder dashboards.
• Run a multilingual 7 a.m.–7 p.m. call‑center handling ~7,500 calls/month, develop training curricula, execute outreach plans targeting low‑income and over‑burdened communities, and deliver all required statutory reports.
