The selected Subcontractor shall be solely responsible to provide all labor, operators, materials, machinery, tools, and equipment related to Traffic Data Collection for the traffic engineering analysis of the Southern State Parkway (SSP) and Meadowbrook State Parkway (MSP) interchange project area in NYSDOT Region 10, Nassau County in the State of New York. The required traffic data collection program will assist New York State Department of Transportation personnel, or their authorized designee, with the traffic data collection. All work, equipment and procedures shall meet as a minimum the requirements of the New York State Department of Transportation Standard Specifications, regulations, directives, guidelines, policies, procedures, manuals, and all applicable laws. The Traffic Data Collection effort will include: · The purpose of this data collection plan is to identify, gather, review, and collect traffic data that will be used to establish a base condition for the performance of traffic analysis, traffic modeling, and related transportation studies. · The study area will be comprised of the Southern State Parkway and Meadowbrook State Parkway mainlines and all ramps included in the Southern State Parkway and Meadowbrook State Parkway interchange. · It is our intent to collect data in the Fall 2026 (before Thanksgiving). · In the event the data collection effort cannot be conducted in the Fall 2026, the selected subcontractor will coordinate with NYSDOT and Dewberry to develop a contingency plan. · A video survey methodology using high-resolution cameras, such as Miovision, shall be used to collect traffic count information. · Miovision cameras will be utilized to collect hourly traffic volumes along the Southern State Parkway and Meadowbrook State Parkway mainlines and ramps in lieu of the conventional pneumatic-tube Automatic Traffic Recorders (ATRs). · The Miovision cameras will be configured to collect hourly count for a 24-hour period for a twelve (12) day period including three midweek days and two weekends. · The cameras will be installed at 16 locations along the highway mainline and ramps within the study area. · All data collection will be conducted in compliance with NYSDOT’s annual Traffic Monitoring Work Week Calendar. It should be noted that the results of raw counts must be calibrated by the contractor to represent the total number of vehicles. · No field traffic surveys will be conducted during inclement weather conditions, during State and Federal holidays, or when schools are not in session. · Representative mid- weekday traffic count data will be collected on Tuesdays, Wednesdays, and Thursdays. · The subcontractor must have all required permits, registrations and approvals as needed to install and monitor data collection devices along the Southern State Parkway and Meadowbrook State Parkway mainlines and ramps. If needed, the subcontractor will provide “bumper” trucks at their own expense. Hourly Traffic Count Locations (20) 1. Southern State Parkway (SSP) EB mainline, east of Park Avenue overpass 2. Travel time and delay runs will be conducted using the "floating car" method (test car) for a typical weekday and Saturday that captures the AM, Midday and PM peak periods. The test car will be driven by a 2-person survey team, a driver and a GPS data recorder at prevailing speeds in the general traffic stream along the travel route. Elapsed time, mileage and delays (e.g., accident, signal, vehicle breakdown, etc.) will be recorded at the designated checkpoints, i.e., interchanges and major cross streets, over a predetermined travel route. The proposed travel time and delay runs will be conducted concurrently with the other traffic counts. The travel time data will be used to estimate average, maximum and 85th percentile travel times and speeds on the selected travel routes for each peak period and survey day. For budgeting purposes, please make the following assumptions: · Travel time and delay runs will be conducted over two survey days, a typical weekday and a Saturday. · Typical weekday will include a Tuesday, Wednesday or Thursday – 12-hr day, 7AM to 7PM · Typical Saturday - 10-hr day, 8AM to 6PM · Six (6) travel time and delay routes are required, details to be defined by consultant and NYSDOT in coordination with the selected contractor · A total of 3 vehicles and 6 surveyors required for each survey day - The routes can by three (3) two-man teams per survey day (each team can conduct 2 routes) · A minimum of 25 travel time and delay runs will be conducted per route per day Travel Time and Delay Runs will be submitted by subcontractor as a separate cost. Budget estimate

$200,000 – $500,000

The solicitation does not disclose a contract value. Based on a 12‑month term, deployment of 16 high‑resolution cameras, staffing for multiple survey teams, travel‑time runs, data processing, insurance, and permitting, similar NYSDOT traffic‑data contracts range from a few hundred thousand to half a million dollars. Assuming equipment rental, labor (≈ 5‑7 full‑time equivalents), and overhead, a reasonable estimate is $200,000 – $500,000.
