LONG-RANGE HOUSING PLAN CONSULTING SERVICES

The City of Englewood is seeking a consultant to develop a long-range Affordable Housing Plan. The plan will include components consistent with Colorado Senate Bill 24-174 and will address the city's housing goals. The consultant will work with city staff, elected officials, and community members to produce a plan that is grounded in Englewood's specific conditions and responsive to the findings of the 2022 Housing Needs Assessment. The scope of work includes three phases: data collection and existing conditions review, inclusive community engagement, and plan development and adoption. The consultant will be responsible for delivering a draft plan, a final plan, and other related documents. • The city's housing goals include developing a long-range Affordable Housing Plan that includes components consistent with the requirements of C.R.S. § 24-32-3705. • The plan will be developed in three overlapping phases: procurement, data collection and community engagement, and plan development and adoption. • The consultant will work with city staff to review and build on Englewood's existing planning foundation, including the 2022 Root Policy Research Housing Needs Assessment and the DRCOG regional Housing Needs Assessment. • The consultant will gather data required to address all plan components, including baseline data on housing conditions, displacement risk, and community demographics. • The consultant will develop a community engagement plan with targeted outreach to renters, seniors, and households at risk of displacement.
