The City of Tybee Island is seeking a qualified firm to conduct Phase I of its Historic Resources Survey Update. The effort involves a rapid “windshield” reconnaissance, extensive public outreach, background archival research, a comprehensive field survey of up to 500 historic resources, GIS data entry, and the production of a detailed survey report and map. All work must be completed by March 31 2028, with multiple interim deliverables (preliminary draft, second draft, final report) and mandatory public meetings prior to the full field survey. The contract may be awarded to the proposal deemed most advantageous to the City, not necessarily the lowest‑priced bid.
• Perform a January 2027 “windshield” survey to identify pre‑1986 historic resources (≤500).
• Conduct public outreach and at least one town‑hall meeting before field work.
• Research historic records, permits, Sanborn maps, and GIS data.
• Execute a comprehensive field survey (Mar – Sep 2027) with photography and GIS entry.
• Deliver interim drafts (Dec 2027, Feb 2028) and final report, map, and GIS dataset by Mar 31 2028.
• Provide all documentation (photos, maps, research files) in both physical and digital formats.
