Description
This solicitation seeks a qualified consulting firm to develop a comprehensive 3‑ to 5‑year strategic plan for the County of Marin Waste Management Division. The work includes stakeholder interviews, community research (including Spanish‑language surveys), financial forecasting, and preparation of Board‑ready presentation materials. The contractor will deliver a full strategic plan, executive‑summary, communication and accountability frameworks, and templates for ongoing reporting.
• Deliver a high‑level multi‑year financial forecast and funding strategy for solid‑waste services.
• Conduct 6‑8 stakeholder interviews (including franchise haulers) and multilingual community research.
• Produce a polished strategic plan with mission/vision, goals, implementation roadmap, and a Spanish‑language executive summary.
• Support the Board of Supervisors presentation and provide post‑adoption reporting templates.
• All work must be completed by 31 Dec 2027, with contract start anticipated early 2027.
