The City of Fayetteville is seeking a qualified vendor to design, install, operate, and maintain a turnkey red‑light camera photo‑citation system. The contract covers hardware (cameras, poles, power), software for image capture and citation processing, integration with the Police Department, ongoing maintenance, customer service, and back‑office citation management. The vendor must provide a cost‑neutral model where citation revenue at least covers the monthly service fee, and must meet strict image‑quality, data‑security, and performance‑penalty requirements.
• Deploy ~10 red‑light camera systems (expandable to up to 16 sites) with separate power sources and minimal cabinetry.
• Provide end‑to‑end violation processing: image capture, DMV owner lookup within 30 days, citation generation, mailing within required timelines, and full administrative‑hearing support.
• Deliver 24/7 system monitoring, monthly/annual reporting, PCI‑DSS compliant payment processing, and a walk‑in customer service center.
• Contract term is an initial 2‑year period with options for two additional 4‑year extensions (max 10 years).
