The State Controller’s Office is seeking a professional public‑accounting firm to redesign and operate a best‑in‑class external audit function for California’s Division of Audits. The contractor will assess compliance with the California Constitution and GAGAS, recommend organizational structures, staffing, training, and develop risk‑based audit plans, tools, templates, and metrics, delivering a full implementation report. • Perform a comprehensive audit‑function assessment and produce a risk‑based audit plan within the first 14 weeks. • Design organizational structure, staffing levels, classifications, and training programs aligned with GAGAS standards. • Provide tools, templates, metrics, and a consolidated implementation report by week 26, with ongoing project‑management support. • Contract term is two years (optionally extendable by one year) with a maximum budget of $350,000. • Requires a CPA‑licensed firm with ≥10 years of GAGAS audit‑function experience and three key staff each holding ≥10 years of relevant experience.
