Description

The County of Santa Barbara is seeking a qualified Inspector of Record (IOR) – either a firm or an individual – to provide comprehensive on‑site inspection services for the Santa Barbara Veterans Memorial Building HVAC and structural improvements project. The IOR will be engaged from project inception through construction close‑out, acting as the County’s eyes and ears to ensure compliance with plans, codes, schedule, and budget. Responsibilities include daily/weekly reporting, coordination with the construction manager, architect, and contractor, handling inspection requests, documenting deviations, assisting with monthly payment reviews, and producing final inspection and punch‑list documentation. The engagement follows a Design‑Bid‑Build delivery method and will be performed under a fixed‑fee contract with optional hourly supplemental services. • Scope covers all on‑site inspections, daily logs, weekly summaries, and final close‑out reports. • Must coordinate with County personnel, General Contractor, Architect of Record, and any special‑inspection providers. • Required to maintain complete job files, inspection request logs, and to use the County’s Construction Management Information System (CMIS). • Contract period aligns with the anticipated construction schedule (approximately 180 days, 9/14/2026 – 2/17/2027). • Proposers must submit a Statement of Qualifications and a sealed cost proposal by October 7, 2026.

Budget estimate

$150,000 – $300,000

The solicitation does not disclose a contract value. Typical IOR contracts for a 180‑day, mid‑size public building renovation in California range from $150k to $300k, depending on hourly rates, number of staff, and any supplemental services. Assuming a base fixed fee of $120,000 plus an hourly supplement (average 150 hrs @ $120/hr = $18,000) and a modest contingency, the total likely falls between $150,000 and $300,000. Factors influencing the final amount include the exact number of inspections required, any special‑inspection coordination, and the extent of documentation and reporting demanded by the County.
