Description

The Houston-Galveston Area Council (H-GAC) is seeking a qualified contractor to conduct a Livable Center Study in the South Belt area. The study aims to advance multimodal transportation options, promote economic development, and enhance the overall quality of life in the area. The contractor will develop a comprehensive plan that addresses the application of the Livable Centers program goals in the specified study area. The plan should include an existing conditions report, a conceptual plan with recommendations, conceptual renderings, an implementation plan, and a public engagement plan. The contractor will also be required to provide a variety of deliverables, including an executive summary, a final plan, and appendices. Some key aspects of the job include: • Enhancing walkability and bikeability by identifying improvements to sidewalks, crossings, bike routes, and first/last mile connections • Expanding access to transit with a focus on underserved areas, including improved bus stops, shelters, signage, and integration with micromobility options • Promoting resilient infrastructure through green stormwater systems, flood mitigation strategies, and environmentally conscious design • Fostering economic opportunity by supporting transit-oriented development, improving access to jobs, schools, and services, and encouraging local business vitality • Elevating community voice and agency through sustained and inclusive public engagement • Facilitating implementation through coordination across agencies and alignment with broader regional and precinct-level goals

Budget estimate

$150,000 – $225,000

Based on the provided budget information, the total funding for this project is $250,000. This amount will likely cover the costs of conducting the study, including personnel, travel, and other expenses. The budget for the contractor will depend on their proposed scope of work, methodology, and pricing. The estimated budget range for the contractor could be between $150,000 and $225,000, assuming a 60-90% utilization rate of the total budget. However, this is a rough estimate and the actual budget could vary depending on the specifics of the proposal and the negotiation with H-GAC. Factors that may influence the likely payment range include the complexity of the study, the level of public engagement required, and the expertise of the contractor.
