The South Carolina Department of Education (SCDE) is seeking a single vendor to provide end‑to‑end services for its statewide Performance‑Task Assessments (PTAs) covering grades 2‑5. The contract includes the design, production, secure distribution, administration support, hand‑scoring, data integration, reporting, and ongoing technical assistance for a seven‑year period (two‑year base plus five one‑year options). The contractor must also develop a secure web portal, integrate results with the state’s Ed‑Fi data system, and supply accommodations (large‑print, Braille, ASL) as required.
• Production of test booklets, answer sheets, manipulatives, and accompanying manuals for Primary (grades 2‑3) and Intermediate (grades 4‑5) assessments.
• Secure packaging, shipping to 74 districts and ~740 schools, with over‑run allowances.
• Full‑service scoring (hand‑scoring, double‑rater verification) and generation of individual, school, district, and state reports within 10 weeks of each administration.
• Development and maintenance of a secure online portal and Ed‑Fi API integration, plus training webinars and in‑person sessions for district staff.
• Ongoing project management, monthly status reports, technical reports, and compliance with IDEA, FERPA, Section 508, and state security requirements.
