Description

The Mission Springs Water District (MSWD) is seeking a qualified contractor to perform underwater inspection, cleaning, and limited repair of 24 potable‑water storage reservoirs (50 k–2.5 M gal) across Riverside County. The contractor will provide all labor, diving equipment, permits, insurance, and will submit detailed photographic, video, and written reports for each tank, including ultrasonic thickness testing, coating condition assessments, and an Engineer’s Opinion of Probable Construction Cost for any recommended repairs. The contract term runs from the District’s notice to proceed (anticipated December 2026) through February 2027. Key deliverables include individual PDF inspection reports, high‑resolution photos, HD video, UTT data, tank diagrams, repair recommendations, and a consolidated prioritization summary for the District’s capital‑planning. • 24 potable water reservoirs (50 k–2.5 M gal) in Riverside County • Underwater sediment removal (up to 3 in.) and comprehensive visual inspection • Required certifications: CSLB license, ADCI/ANSI commercial diver, NACE‑1 coating inspector, OSHA confined‑space certification • Deliverables: PDF report, 48 interior photos, 12 exterior photos, HD video, UTT results, repair cost estimates, prioritization summary • Work window: Dec 2026 – Feb 2027 (≈3 months) • Mandatory safety & sanitation controls (dry suits, chlorine decontamination, water dechlorination) • Bid submission via OpenGov portal by 2:00 p.m. on Oct 6, 2026; questions due Sep 18, 2026.

Budget estimate

$350,000 – $800,000

The solicitation does not disclose a budget. Based on industry benchmarks, underwater tank cleaning and inspection typically ranges from $12,000 to $30,000 per reservoir, depending on size, depth, and required testing. Multiplying by 24 tanks yields an estimated contract value between $350,000 and $720,000. Additional costs could arise from spot‑repair unit pricing, travel, and disposal of sediment, pushing the high end toward $800k.
