Information Technology Gap Analysis for Tustin Police Department Technology Upgrades

The City of Tustin is seeking a qualified vendor to conduct a comprehensive Information Technology (IT) Gap Analysis for the Tustin Police Department. The goal is to evaluate the current state of the department's technology infrastructure, identify areas for improvement, and provide strategic recommendations for modernization and enhancement. The selected vendor will assess current IT infrastructure, systems, and processes, identify gaps between current capabilities and industry best practices, and evaluate cybersecurity posture and data governance. The vendor will also provide a roadmap for implementation, including staffing resource requirements, cost estimates, and timelines. The project aims to support future capital planning, grant applications, and strategic initiatives. Key areas of focus include CAD/RMS replacement, RTIC development, and new digital evidence systems. • Current systems in use include CAD/RMS, body-worn cameras, police reporting, ALPR, and surveillance camera systems. • The vendor will conduct stakeholder engagement, policy and procedure review, benchmarking, and gap analysis. • The final deliverables will include a comprehensive IT Gap Analysis Report, a prioritized Technology Roadmap, and an executive summary. • The City of Tustin is looking for a vendor with experience in law enforcement or public safety information technology management consultancy.
