Description

The City of Duncanville is seeking a professional services agreement with a qualified individual, firm, or corporation to develop a comprehensive Parks, Recreation, and Trails Master Plan. The plan will guide decision-making, capital investments, and operations over a 10-year planning horizon. The selected respondent will be responsible for assessing existing park and recreation assets, identifying current and future community needs, developing a prioritized action plan, providing cost estimates and funding strategies, and establishing measurable level-of-service standards. The project timeline is anticipated to be 6-9 months. Key aspects of the project include: • Conducting a public engagement strategy, including a statistically valid community survey, stakeholder interviews, public meetings, and online engagement tools • Evaluating demographic trends and growth projections, and identifying underserved populations and geographic gaps • Developing concept plans for existing parks and future park sites, and integrating trails, connectivity, and open space networks • Creating a capital improvement plan with cost estimates and identifying funding sources, including grants, partnerships, and bonds • Providing a final master plan document, including an executive summary and 25 bound hard copies for distribution

Budget estimate

$100,000 – $300,000

The budget for this project can be estimated based on the scope of work and the average cost of similar projects. The city is seeking a comprehensive master plan, which typically involves a significant amount of research, analysis, and stakeholder engagement. The project timeline is anticipated to be 6-9 months, which suggests a moderate to large-scale project. Assuming an average hourly rate of $100-150 per hour for professional services, and an estimated 1,000-2,000 hours of work required to complete the project, the total budget could be in the range of $100,000 to $300,000. However, this is a rough estimate and the actual budget may vary depending on the specific requirements of the project and the qualifications of the selected respondent. Factors that may influence the likely payment range include the complexity of the project, the level of expertise required, and the city's budget for the project.
