Amendment 0002- Combined synopsis/solicitation for Architect-Engineer (A-E) services

The U.S. Army is seeking Architect-Engineer (A-E) services for a structural and mechanical assessment of the Rodriguez Army Health Clinic in Puerto Rico. The selected firm will provide all necessary professional services to conduct a comprehensive assessment of the clinic facility, including a non-invasive structural assessment and a mechanical (HVAC) assessment. The assessment will identify current conditions, deficiencies, and provide detailed recommendations for repair, replacement, or modernization to ensure the facility's long-term viability and compliance with current codes and standards. The scope of work includes conducting on-site inspections, reviewing available construction documents, and delivering comprehensive reports with prioritized recommendations and cost estimates. • The clinic facility is a single-story building of approximately 12,000 square feet. • The assessment will evaluate the structural integrity and identify any signs of stress, deterioration, or failure that represent a risk to the facility occupants. • The mechanical assessment will evaluate the condition and performance of the HVAC system, including all accessible ductwork and integrated system components. • The selected firm will provide a report with photographic documentation and a clear explanation of the suspected cause for each finding. • The firm will also develop a prioritized list of recommended repairs or replacements, including an estimated magnitude of cost for each recommendation.
