Bulk Rock Salt

The City of Pittsburgh is seeking qualified vendors to supply bulk rock salt (dyed or non‑dyed) for winter road maintenance over a two‑year contract period, with two optional one‑year renewals. Minimum annual quantity is 25,000 tons and maximum is 75,000 tons; each delivery must be at least 22 tons (one truckload). Salt must be treated with magnesium chloride (or an acceptable alternative) and be effective to –20 °F. Deliveries will be made to multiple city facilities, often on weekends or evenings, and the vendor must include all shipping and handling costs in the price. The contract includes strict compliance requirements (DBE participation goals, insurance, bonds, MSDS uploads, and performance guarantees). • Contract period: Nov 1 2026 – Oct 31 2028 (2 years) with two 1‑year renewal options • Minimum/Maximum annual volume: 25,000 – 75,000 tons of rock salt • Two product options: dyed (blue) bulk rock salt or non‑dyed bulk rock salt • Delivery locations: eight city sites across Pittsburgh; weekend/evening deliveries required • Mandatory submission items: MSDS, DBE participation forms, insurance certificates, performance & payment bonds (100 % of contract price) • Deadline for questions: Sept 3 2026; bid submission deadline: Sept 17 2026 2:00 PM (electronic only) • Evaluation based on lowest responsive, responsible bid; DBE participation goals (18 % MBE, 7 % WBE, 5 % veteran‑owned, 3 % LGBTQIA+)
