The State of Tennessee’s Bureau of Investigation is conducting market research for a secure, CJIS‑ and NIEM‑compliant Law Enforcement Message Switch (LE‑MS). The solution must handle all current and future NCIC and NLETS transactions, support Tennessee‑specific DMPP 2020 protocols, and operate on a Windows/SQL Server environment with Hyper‑V virtualization. The vendor will be responsible for software development, installation, configuration, testing, training, and a full four‑year maintenance and support lifecycle, including 24×7 help‑desk, key management, and continuous updates. The project must be delivered within one calendar year of award, with the State providing transition assistance and defining its own installation responsibilities.
• Provide a CJIS‑ and NIEM‑compliant messaging switch that supports 100 % of existing NCIC/NLETS transactions and future extensions.
• Deploy on‑premises or cloud‑based Windows/SQL Server infrastructure, virtualized via Hyper‑V, with >99 % uptime, load‑balancing, redundancy, and full archiving of all messages.
• Deliver a secure RESTful API, real‑time monitoring dashboard, and a System Administrative Console for managing certifications, traffic, and message queues.
• Offer 24 × 7 help‑desk, ongoing updates, patches, bug fixes, and full maintenance for a four‑year period, including handling of message‑key and NCIC changes.
• Ensure all vendor personnel meet CJIS security requirements (fingerprints, eligibility forms, CJIS addendum, out‑of‑state ID).
