The Missoula County Community Justice Department is seeking a facilitator to design, lead, and deliver a comprehensive strategic planning effort for the COMPASS Phase 1 pilot focused on adult behavioral health. The contractor will develop governance structures, conduct system analyses, produce outcome metrics, and create a public‑facing report along with a roadmap for Phase 2. Funding totals $75,000, with a one‑year base contract and optional two‑year extensions. Offerors must demonstrate extensive strategic‑planning experience, behavioral‑health system knowledge, and local (Missoula) expertise.
• Deliver a full suite of strategic planning artifacts (charter, work plan, ecosystem maps, KPI dashboards, decision packages).
• Conduct stakeholder engagement across justice, health, housing, and community sectors and produce evidence‑based recommendations.
• Provide monthly/quarterly invoicing, meet pre‑payment requirements, and maintain required insurance and a 10 % bid bond.
