The Wakulla County Board of County Commissioners is seeking professional services for the Wakulla Gardens Stormwater Infrastructure project. The project aims to reduce flood risk within the Wakulla Gardens subdivision. The Request for Qualifications (RFQ) is for Phase 1 of the project, which includes: 1. Surveying, flood risk reduction analysis, engineering, design, plans preparation, public notices, permitting coordination, and bid proposal preparation services. 2. Evaluation and development of measures to reduce flood risk within the subdivision. 3. No construction activities are included in Phase 1. The scope of work for Phase 1 includes: 1. Development of H&H modeling scenarios to identify and compare losses before and after mitigation. 3. Identification and mapping of flood-prone infrastructure and structures. 4. Preparation of construction plans and bid documents. 5. Updated cost estimates for the overall project. 6. Coordination with regulatory agencies to determine permitting requirements. 7. Preparation and submission of environmental permit applications. 8. Documentation of permitting status and compliance with the National Historic Preservation Act (NHPA). The RFQ process includes: 1. Proposal submission deadline: June 8, 2026, at 3:00 p.m. 2. Evaluation of proposals and selection process. 3. Intent to award and contract execution. 4. Standard terms and conditions (STAC) apply. Respondents must: 1. Have an active registration with Sam.gov and provide their Unique Entity Identifier (UEI). 2. Comply with federal provisions and guidelines. 3. Provide all labor, materials, and expertise necessary to complete Phase 1 services. The project is funded through a federal grant, and respondents must adhere to strict guidelines and requirements. The County reserves the right to reject any proposal found to be non-responsive, vague, or non-conforming.
