RFQ - Active Mobility Plan

The City of Overland Park, Kansas is seeking a qualified consulting firm to develop a comprehensive Active Mobility Plan that integrates walking, biking, and green‑way networks into the city’s overall transportation system. The effort includes community engagement, data collection, visioning, design guidelines, project prioritization, and a phased implementation and funding strategy. The consultant will deliver a complete plan package and related GIS files, and will work closely with city staff and stakeholders through the first quarter of 2027 onward. • Conduct project management and stakeholder coordination for the full planning effort. • Perform extensive community outreach (workshops, surveys, focus groups) and synthesize feedback. • Produce a vision, policy framework, condition assessments, scenario‑based network concepts, design guidelines, and a prioritized list of capital projects with funding strategies. • Deliver final GIS datasets, design standards, and an implementation roadmap spanning multiple years.
