Description

The Office for Victims of Crime (OVC) is issuing a FY 2026 grant to the National Center for Missing and Exploited Children (NCMEC) to fund the Victim Reunification Travel (VRT) Program. The program assists parents whose children have been abducted across international borders by providing travel support to attend Hague Convention hearings and to accompany children back to the United States. Funding is provided as a cooperative agreement with a ceiling of $300,000 for a single award. The grant is limited to NCMEC; no other entities are eligible. The work involves managing travel logistics, coordinating with law‑enforcement and foreign authorities, and ensuring compliance with OVC guidelines. • Federal grant (CFDA 16.582) – $300 K ceiling • Single award to NCMEC only – exclusive eligibility • Supports international parental kidnapping victims’ travel for hearings and repatriation • Cooperative agreement; OVC retains oversight and reporting requirements • Project period aligned with FY 2026 (approximately 12 months) • Requires adherence to statutes 34 U.S.C. § 11293(b) and § 20103(c)(1)(B)

Budget estimate

$250,000 – $300,000

The notice caps the award at $300,000 for one recipient (NCMEC). Assuming typical administrative overhead and variable travel costs, the actual disbursement could range from roughly $250,000 (if fewer cases or lower travel expenses) up to the full $300,000 ceiling (if many high‑cost international trips are needed). Factors influencing the final amount include the number of kidnapping cases in the fiscal year, distance of travel, and any additional support services required.
