This solicitation seeks a qualified small‑business to design, construct, and commission a multi‑stage passive treatment system that will remediate acid‑mine‑drainage (AMD) at the Pollyanna #2 site. The work includes site preparation, earthwork, installation of an 8‑in HDPE collection pipe, construction of concrete flow spreaders and dosing‑siphon vaults, placement of high‑calcium limestone channels, building a flushable limestone bed, oxidation/settling ponds, and a hybrid wetland restoration, plus associated erosion control, fencing, and equipment removal. The contract value is estimated between $1 M and $5 M, fully set‑aside for small businesses (NAICS 562910).
