Description

The Office of Surface Mining Reclamation and Enforcement (OSMRE) is seeking a qualified construction contractor to design, construct, and commission a multi‑stage passive water‑treatment system that will remediate acid mine drainage at the Pollyanna #2 site in Latimer County, Oklahoma. The contract is a small‑business set‑aside, fixed‑price award valued between $1 M and $5 M, with a performance period of one year (01/19/2027 – 01/18/2028). The contractor must provide performance and payment bonds (if contract > $150k), comply with Davis‑Bacon wage determinations, develop and implement a Stormwater Pollution Prevention Plan, and meet all federal, state, and tribal safety and environmental requirements. • Location: Latimer County, Oklahoma (approx. 7‑acre site) • Scope: Design‑build of passive AMD treatment system (limestone channel, FLB, dosing siphon, pond, wetland, etc.) • Contract value: $1‑5 million (fixed‑price) • Period of performance: 01/19/2027 – 01/18/2028 (365 days) • Mandatory bonds if >$150k, Davis‑Bacon compliance, SWPPP required • Pre‑bid site visit: 10/20/2026 (optional) • Offer due: 11/06/2026, 1700 hrs local time • Small‑business set‑aside (100%); NAICS 562910 (Remediation Services)

Budget estimate

$1,000,000 – $5,000,000

The solicitation states the “Project Magnitude Between $1 million and $5 million.” Because the contract is a fixed‑price award for a full design‑build of a multi‑stage treatment system, the contractor’s revenue is expected to fall within that range. Factors influencing the final amount include the exact final design, any change orders, and the requirement for performance and payment bonds (which may affect cash flow but not the contract ceiling).
