Description

The City of Ontario seeks a qualified consulting firm to deliver comprehensive Lead and Copper Rule Improvement (LCRI) services. The work includes validating the city’s extensive lead service line inventory, performing field inspections, conducting lead sampling at licensed childcare facilities and elementary schools, and producing educational outreach materials. The contract will be a three‑year professional services agreement with options for two additional one‑year extensions, and the selected firm must meet stringent insurance, licensing, and prevailing‑wage requirements. • Validate > 42,000‑connection Lead Service Line Inventory using EPA‑approved statistical models and field verification. • Conduct lead sampling at ~37 licensed childcare facilities and ~31 elementary schools, following California AB 2370 and EPA LCRI protocols, and deliver certified laboratory reports. • Develop and deliver educational/infographic materials for childcare centers, elementary and secondary schools, plus template communications for City staff. • Provide optional additional services (e.g., GIS analysis, data‑management tools) subject to City approval, and comply with all insurance, labor‑law, and environmental regulations.

Budget estimate

$500,000 – $2,000,000

Although the RFP does not disclose a total contract value, similar municipal water‑utility consulting engagements for LCRI compliance typically range from a few hundred thousand dollars to low‑single‑digit millions, depending on the size of the service‑line inventory, number of sampling sites, and scope of outreach. For a city of ~166,000 residents with > 42,000 service connections and extensive sampling requirements, a reasonable estimate is $0.5 M to $2 M over the base three‑year term.
