Description

The University of North Dakota is soliciting proposals from qualified development firms to design, finance, construct, and operate a University‑Based Retirement Community on UND‑owned land (Site 3A, approx. 15 acres) adjacent to the campus. The project is to be delivered primarily via a long‑term ground lease (preferred) with an optional fee‑simple sale if a 20 % premium can be demonstrated. The developer will be responsible for demolition of existing structures, site preparation, utility provision, design of senior‑living housing, integration of university academic programs, and ongoing operations and maintenance. UND will retain ownership of the land and will share responsibility for many project elements, including approvals, utilities, and community programming. The solicitation includes a technical proposal (≤ 35 pages) and a cost proposal (using the provided cost‑sheet template) and will be evaluated on technical merit (80 points) and cost (20 points). • Scope includes demolition, design, construction, financing, leasing, operation, and maintenance of a senior‑living community. • Preferred procurement method is a 50‑year ground lease; a land‑sale option is allowed only with ≥ 20 % premium over lease NPV. • The developer must collaborate with UND on zoning, utility connections, academic integration, and community programming, and be prepared for a long‑term operational commitment.

Budget estimate

$30,000,000 – $60,000,000

No contract value is disclosed, but a senior‑living development of roughly 15 acres typically runs $30 million to $60 million in construction and related costs, especially when the developer assumes financing, design, and long‑term operation. Assuming a 50‑year lease with ground‑rent revenue, the total contract value (construction + lease payments) could be in the $30–$60 million range.
