New Jersey Turnpike Authority is seeking qualified law firms and individual attorneys, licensed in New Jersey, to serve as Authority Counsel, Authority Counsel (Conflicts), and Special Counsel across a broad spectrum of legal practice areas. The selected firms will be placed on a qualified list and may be awarded a two‑year professional services agreement with fixed hourly rates (Partner $250/hr, Associate $200/hr, Paralegal $125/hr) and a flat fee for small‑claims matters. The work includes litigation, environmental, regulatory, procurement, contract, real‑estate, bond, employment, and specialized areas such as conflict‑of‑interest counsel, with requirements for detailed monthly invoicing, insurance coverage, affirmative‑action compliance, and rigorous documentation. • Scope covers all legal matters listed in the RFQ, with emphasis on real‑estate and land‑use representation. • Fixed‑price hourly rates are non‑negotiable; a $2,500 flat fee applies to each small‑claims case. • Mandatory deliverables include detailed time‑entry invoices, insurance certificates, business‑registration proof, and diverse‑business disclosures (SBE/DVOB, EE O, etc.). • Contract term is two years with possible one‑year extensions; termination rights are extensive for the Authority. • Bidders must submit a notarized Affidavit of Moral Integrity, Ownership Disclosure Form, and various exhibit affidavits as part of the proposal package.
