Description

The County of San Mateo is seeking a qualified consultant to review and improve its field and court use policy draft for Flood County Park in Menlo Park, California. The goal of this project is to develop policies and fees that ensure fair access, operational sustainability, transparency, and alignment with the organization's mission and community needs. The consultant will assess the effectiveness, clarity, and equity of the current policy draft, identify gaps and inconsistencies, and develop an equitable fee structure. The consultant will also provide recommendations to improve or update the policy, addressing eligibility, allocation priorities, seasonal usage, and maintenance standards. • The consultant will review current policy drafts, procedures, and related documents. • The consultant will assess consistency with best practices, equity goals, and operational realities. • The consultant will identify policy gaps, redundancies, or areas of ambiguity. • The consultant will research national and regional best practices in athletic field and court management. • The consultant will benchmark comparable parks and recreation departments. • The consultant will evaluate trends in allocation priority systems, seasonal scheduling, and maintenance recovery fees.

Budget estimate

$50,000 – $200,000

The budget for this project is not explicitly stated in the document. However, based on the scope of work and the fact that it's a consulting services project, a reasonable estimate for the budget could be between $50,000 and $200,000. This estimate is based on the assumption that the consultant will need to dedicate a significant amount of time and resources to review and improve the field and court use policy draft, and that the County of San Mateo will need to compensate the consultant for their expertise and services. The factors that may influence the likely payment range include the complexity of the project, the level of expertise required, and the number of hours dedicated to the project.
