Description

The District of Columbia Housing Authority (DCHA) seeks a qualified solar developer to design, procure, construct, commission, and operate photovoltaic (PV) systems on approximately 28 DCHA‑owned facilities, delivering all generated electricity to Pepco meters under a 20‑year power purchasing agreement (PPA). The Authority will pay only for electricity delivered; all design, financing, construction, and operational risks remain with the developer. Projects must be operational by 31 Dec 2016, and the developer must meet extensive experience, licensing, financing, and local‑business utilization requirements. The solicitation allows bundling of multiple sites or single‑site proposals, with evaluation based on technical merit, cost, implementation schedule, financing plan, and experience. • Total installed capacity ~3.2 MW across ~28 sites (≈ 100 kW per site). • 20‑year PPA; DCHA pays only for electricity generated; no upfront capital from Authority. • Mandatory qualifications include ≥ 3 completed PV projects (≥ 0.5 MW total), public‑sector experience, D.C. contractor’s license, and demonstrated financing capability. • Comprehensive compliance requirements: Davis‑Bacon, McNamara‑O’Hara, Section 3 HUD, ADA, Section 504, local‑business utilization, insurance, and bonding. • Proposals due 6 Nov 2015; no pre‑bid meeting or site visit indicated.

Budget estimate

$10,000,000 – $20,000,000

No contract ceiling is disclosed; payment will be based on the electricity sold under the 20‑year PPA. Assuming a 3.2 MW capacity with a 20 % capacity factor, annual generation is roughly 5,600 MWh. At a conservative PPA price of $0.10/kWh, annual revenue would be about $560,000, totaling ~ $11 million over the contract term. Developers typically aim for a 10‑20 % profit margin, so the contractor’s net earnings could range from $10 million to $20 million over 20 years, depending on financing costs, escalation clauses, and O&M efficiency.
