RFI for Keeler Yard Fuel Station Upgrade

The Los Angeles Department of Water and Power (LADWP) is requesting interested parties to provide information and feedback that will assist LADWP in conducting a market survey, determining the level of industry interest, obtaining high-level cost estimates for budget purposes, and assessing potential upgrade(s) to the existing fuel station. The project involves upgrading the Keeler Yard Fuel Station, which is vital for LADWP to continue supporting essential dust mitigation activities at Owens Lake. The upgrade should ensure that enough fuel is available for continuous operations. Respondents should provide information on options to increase the amount of diesel supply, upgrade the automatic tank gauging system, and provide high-level cost estimates for design-build services. • The RFI is not a competitive solicitation method, and participation is optional. • Respondents should submit their responses via email to [email protected] by November 12, 2025. • The RFI is issued to survey the industry and obtain information on various alternatives to upgrade the existing fuel station. • The upgraded system should remain in the existing fuel station footprint. • Respondents should provide examples of fuel station upgrade projects similar to what is listed in this RFI. • The RFI includes design-build services to upgrade the LADWP Keeler Yard Fuel Station.
