The State of South Carolina is establishing a statewide, multiple‑award, indefinite‑quantity framework agreement for IT professional services. Eight distinct “Lots” are defined, each covering a specific domain of expertise. Qualified vendors may be awarded one or more contracts per lot (minimum 5, maximum 10 awardees per lot) and will compete for individual task‑order contracts through a secondary competition process. All work is human‑delivered, firm‑fixed‑price, with a 1.5 % administrative fee retained by the Vendor Manager. No staff‑augmentation, hardware procurement, or managed‑services work is permitted.
• Lot 1 – Data Analytics (data mining, warehousing, visualization, large‑scale analytics).
• Lot 2 – IT Infrastructure Architecture (design, migration, integration of compute, storage, networking).
• Lot 3 – Data Privacy Services (privacy policies, impact assessments, GDPR/CCPA training).
• Lot 4 – IT Governance, Risk & Compliance (GRC assessments, audits, tool implementation).
• Lot 5 – IT Service Management (service‑desk processes, SLA development, workflow design).
• Lot 6 – IT Strategy & Enterprise Services (enterprise planning, disaster‑recovery, AI use‑case analysis).
• Lot 7 – IT Procurement Support Services (market research, solicitation drafting, scoring tool creation).
• Lot 8 – Artificial Intelligence Services (AI/ML model development, readiness assessments, AI ethics and security).
Vendors must be registered South Carolina vendors, provide cyber‑insurance proof within 45 days of award, complete the Service Provider Security Assessment Questionnaire, and sign the Vendor License Agreement after award. The three‑year contract period runs September 15 2026 – September 14 2029.
