The Residences at 340 North (Phase I) – Prequalification of Contractors for Vertical Residential Construction

The Residences at 340 North is a multi-phase residential development consisting of approximately 80 residential units, including townhomes and single-family homes, along with all supporting infrastructure. Phase I of the project includes the construction of approximately twenty-two (22) two-story townhome units, together with all associated infrastructure, utilities, and site improvements necessary to support both the initial phase and future development. A.C. Development is seeking qualified contractors to support the construction of The Residences at 340 North (Phase I). The selected contractors will be invited to participate in a subsequent Invitation for Bid (IFB) or Request for Proposal (RFP) for Package B, Vertical Residential Construction. • The project is located in Estate St. Joseph and Rosendahl, St. Thomas, U.S. Virgin Islands. • The construction shall be based on A.C. Development’s approved construction drawings. • Respondents will be evaluated based on relevant vertical construction experience, technical capability, key personnel, financial capacity, quality control and past performance, and experience with federally funded projects. • A Mandatory Pre-Proposal Conference and Optional Site Visit will be held on May 29, 2026, at 10:00 AM AST. • All questions concerning this RFQ must be submitted in writing through the IonWave e-Procurement System no later than May 31, 2026, at 11:59 PM AST.
