Description
The County of Imperial is seeking a qualified consultant to develop a comprehensive freight‑optimization plan for the Gateway of the Americas corridor. The effort involves data collection, stakeholder outreach, environmental analysis, and the production of draft and final plans that will guide future freight‑movement improvements and reduce emissions. The consultant will work closely with the County, an advisory committee, and the public, delivering multiple technical reports and supporting the Board of Supervisors’ decision‑making process.
• Conduct existing‑conditions traffic analysis and stakeholder identification.
• Lead bilingual public outreach (minimum two workshops) and manage a public‑opinion survey.
• Produce a draft and final freight‑optimization plan, including performance metrics, environmental strategies, and a Board‑ready presentation package.
• Deliver all reports in ADA‑accessible electronic format and meet all state‑grant, DBE, prevailing‑wage, and insurance requirements.
