Description

The Department of Veterans Affairs (VISN 7) is seeking a contractor to provide comprehensive preventive maintenance inspection and servicing (PMI&S) for twelve (12) emergency generators at the Carl Vinson VA Medical Center in Dublin, GA. The work includes semi‑annual Level I inspections and annual Level II inspections, load‑bank testing, parts replacement, documentation, and optional emergency repairs over a base year with four one‑year extension options. The contractor must supply all labor, tools, equipment, lubricants, coolants, and required safety data sheets, and must coordinate with VA engineering staff for access, reporting, and quality assurance. The contract is set‑aside for small businesses and includes strict compliance with VA regulations, DEI clauses, and wage determinations. • Perform semi‑annual Level I and annual Level II preventive maintenance on 12 generators. • Conduct load‑bank testing at 25 %, 50 %, 75 %, and 100 % load for four continuous hours each. • Provide all labor, tools, equipment, lubricants, coolants, filters, gaskets, and safety data sheets. • Submit detailed maintenance records, service reports, and out‑of‑scope deficiency notices after each visit. • Offer optional services (valve‑train adjustment, injector cleaning, belt/hose replacement) only with prior written CO approval. • Maintain 24/7 emergency repair capability with a one‑hour acknowledgment and 24‑hour on‑site response. • Contract period: 1‑year base (11/01/2026‑10/31/2027) plus up to four 12‑month options. • Small‑business set‑aside (HUBZone, Service‑Disabled Veteran‑Owned, Women‑Owned).

Budget estimate

$900,000 – $1,500,000

The solicitation does not disclose a total contract value, but the size standard is $12.5 million and the work involves 12 generators over a five‑year period with semi‑annual and annual service, load‑bank testing, parts, labor, and 24/7 emergency support. Comparable government generator‑maintenance contracts for similar facilities typically range from $1 million to $2 million over the full contract term, depending on labor rates, parts cost, and optional services. Assuming an average of $180,000 per generator per year (including labor, parts, testing, and overhead) yields roughly $2.2 million for 12 units over five years; however, the small‑business set‑aside and competitive pricing pressures likely bring the award closer to the lower end of that band. Therefore a reasonable estimate is $0.9 million to $1.5 million total.
