Covered California is conducting market research to identify web‑based enrollment (WBE) solutions that can enable consumers and independent agents to browse, obtain quotes, and enroll in Qualified Health Plans (QHPs) through a secure, ADA‑compliant online portal. The agency seeks vendor input on two possible integration models: an Affiliate Model that redirects users to CoveredCalifornia.com after plan selection, and an Eligibility‑and‑Verification‑as‑a‑Service Model where the entire enrollment flow remains on the vendor’s site via real‑time APIs. Respondents must address extensive functional, technical, compliance, and business‑model questions, estimate investment costs, and indicate willingness to pay modest oversight fees. The RFI is informational only and will inform a future RFP.
• Identify and describe a consumer‑facing web enrollment platform or quote‑generation tool for independent agents.
• Demonstrate ability to meet federal and state regulations (ACA, 45 C.F.R. 155.220/260, Section 508, MARS‑E, privacy/security standards).
• Propose integration approach for either the Affiliate Model (redirection) or the full‑service API model (stay‑on‑site).
• Provide business‑model options, cost estimates, staff effort, timelines, and responses to a detailed questionnaire covering functionality, security, accessibility, and market impact.
