Micro-Procurement Process Assessment Services

The Nashville Metropolitan Transit Authority (WeGo Public Transit) is seeking a qualified auditing firm to perform a comprehensive performance assessment of the agency's micro-procurement process. The assessment will evaluate compliance with federal, state, and local regulations, as well as internal controls and risk vulnerabilities. The selected firm will provide actionable recommendations to strengthen governance and efficiency. The scope of work includes process mapping, compliance review, cross-departmental integration, risk assessment, and supplier prequalification. The firm will also engage stakeholders and provide a findings report with prioritized recommendations. • The assessment will cover micro-procurement activities from end-user request to accounting reconciliation. • The firm will evaluate compliance with Federal Transit Administration (FTA) Circular 4220.1G, Uniform Guidance, and Tennessee state/local procurement rules. • The firm will identify process improvement opportunities and recommend optimal role distribution to strengthen internal controls. • The firm will provide a process flow diagram, gap analysis matrix, and findings report. • The total professional hours for this engagement shall not exceed 275 hours.
