Description

The State of Hawaii Department of Health is seeking a contractor to provide community-based lead screening, testing, outreach, and education services. The contractor will provide point-of-care capillary lead screening/testing for children ages 6 months through 6 years, pregnant people, and families facing barriers to care. Services will include family education, outreach, and coordination with DOH Public Health Nurses for confirmatory testing and follow-up. The contractor will also provide training and technical assistance to FQHCs, pediatric offices, and community clinics to establish or strengthen lead screening and testing programs. Key aspects of the project include: • Providing community-based lead screening/testing for young children and pregnant people • Supporting confirmatory testing and follow-up for families who face barriers to accessing a laboratory • Strengthening FQHC and community clinic capacity to develop or expand lead screening/testing, reporting, referral, and family education workflows • Identifying children and pregnant people who may be missed by traditional systems and prioritizing outreach to families facing barriers to care • Supporting DOH-led investigation and response efforts for homes, shelters, or community settings where children or pregnant people may have been exposed to lead.

Budget estimate

$200,000 – $500,000

Based on the scope of work, the budget for this project is estimated to be between $200,000 and $500,000. This estimate is based on the assumption that the contractor will need to provide services to a significant number of children and pregnant people, and will require a team of professionals, including nurses, educators, and outreach workers. The contractor will also need to provide training and technical assistance to FQHCs, pediatric offices, and community clinics, which will require additional resources. The estimate is also influenced by the fact that the project involves community-based services, which can be more resource-intensive than traditional clinic-based services.
