Description

The Public Utility District No. 1 of Lewis County (District) is issuing an Invitation for Bid (IFB) to procure a range of fiber‑optic materials needed for the Broadband Equity, Access, and Deployment (BEAD) Project Area 216 in Lewis County, Washington. Bids must be submitted by September 30, 2026, and must satisfy strict Build America, Buy America (BABA) and other federal BEAD program requirements. The District will award a contract to the lowest responsive and responsible bidder; the contract will run from the award/order date (expected October 2026) through delivery and any applicable warranty period. A bid bond is required, and bidders must be licensed in Washington or commit to obtain a license before delivery. • Scope: Purchase of fiber‑optic cables, connectors, splices, and related accessories as detailed in Exhibit C (Scope of Material Requirements). • Funding: Fully or partially funded by the federal BEAD program; compliance with 2 CFR 200, BABA, and Washington State Broadband Office rules is mandatory. • Minimum qualifications: Washington state business license (or commitment to obtain one), ability to meet technical specifications, and compliance with all applicable regulations. • Delivery location: District’s Morton warehouse (address in IFB exhibits). • Key dates: Release Sept 2 2026; Questions due Sept 21 2026; Bid submission Sept 30 2026 2 PM; anticipated award Oct 2026. • Mandatory requirements: Bid bond, certification of BABA compliance, warranty (minimum 18 months), insurance per Exhibit B, and various compliance certifications (small‑business outreach, debarment, cybersecurity, etc.). • Evaluation: Lowest responsive and responsible bid, with best‑value considerations (price, compliance, past performance).

Budget estimate

$500,000 – $2,000,000

The IFB does not disclose a total contract value. BEAD‑funded fiber‑material procurements for a single project area typically range from a few hundred thousand dollars to several million dollars, depending on the length of fiber, quantity of cable, and ancillary components. Assuming a mid‑size rural deployment (≈ 50 miles of fiber, ~ 10 km of cable, connectors, splices, and accessories), a reasonable estimate is $500,000 – $2,000,000. Factors influencing the final amount include the exact bill‑of‑materials, unit pricing, any volume discounts, and whether the District adds supplemental items during performance.
