Bull Run Special Events Center Request for Information

The Northern Virginia Regional Park Authority (NOVA Parks) is seeking qualified partners to evaluate the Bull Run Regional Park Special Events Center, propose capital‑improvement concepts, develop programming ideas, and outline innovative public‑private partnership (PPP) financing models. This RFI is purely informational; responses may lead to a future RFP or direct negotiation. The venue is a 10,000‑capacity open‑air facility with extensive stage, parking, and support infrastructure, and vendors must work under NOVA Parks‑provided security, waste, restroom, and first‑aid services. • Provide a letter of interest, statement of understanding, relevant experience, team bios, methodology, and financing concepts. • Assess existing facilities and recommend upgrades (e.g., permanent restrooms, parking, utilities). • Design event‑programming concepts for concerts, festivals, corporate events, and community activities. • Propose PPP or financing structures that could support capital improvements while maintaining public access.
