The U.S. Census Bureau is seeking industry input on a Request for Collaboration (RFC) for the 2028 Dress Rehearsal and 2030 Census Decennial as a Service (D-X). The goal of the D-X program is to deliver a complete, as-a-service solution for centralized management of standard equipment and mobile devices, ensuring cybersecurity compliance, operational efficiency, cost transparency, and end-to-end lifecycle accountability. The RFC seeks industry partners capable of delivering a single, fully integrated, nationwide equipment and endpoint lifecycle management ecosystem, operating under a single-integrator model, to support logistics, equipment handling, cellular services, site deployments, and operational support functions necessary for the 2028 Dress Rehearsal and 2030 Decennial Census operational readiness across all states and U.S. territories.
• The D-X solution must be a turnkey, FedRAMP-authorized, NIST SP 800-53 Rev. 5-compliant, ATO-authorized, as-a-service operational ecosystem, coordinated under a single-integrator model.
• The solution must include capabilities such as devices, equipment, and asset management services, logistics, warehousing, and deployment operations, mobility, unified endpoint management, and cellular services.
• The solution must also include security, compliance, and continuous monitoring, operational support, maintenance, and ITSM integration, reporting, analytics, and automation, and program, vendor, and contract management.
• The USCB is seeking industry input on topics such as managed service integrator models, command center assumptions, data interoperability and integration, OEM-agnostic device and equipment as-a-service models, warehouse operations capabilities as a service, surge readiness and scalability, and sustainability and reuse models.
