FY26 Substance Use Recovery Housing for Young Adults (Ages 18-24)

The Vermont Department of Health is seeking proposals for the development of a recovery residence for young adults (ages 18-24) to increase access to high-quality, certified recovery housing. The residence should provide a safe, substance-free living environment that promotes individual recovery through positive peer group interactions. The proposal should include a plan for developing and implementing a recovery residence, as well as a budget and staffing plan. • The residence should be affordable and substance-free. • The residence should allow house members or residents to continue to develop their individual recovery plans and become self-supporting. • The proposal should include a plan for providing services and support to residents. • The proposal should include a plan for evaluating the effectiveness of the residence.
