ARBITRAGE SERVICES

The El Paso Water Utilities – Public Service Board (EPWater) is seeking proposals for Arbitrage Rebate Services. The selected firm will be responsible for reviewing EPWater's outstanding tax-exempt obligations, performing arbitrage rebate calculations, and providing reports to EPWater and the Internal Revenue Service. The scope of services includes initiating data requests, reviewing debt issues, evaluating investment earnings, performing calculations, and providing annual reports. The firm will also be responsible for post-issuance monitoring and assisting EPWater in the event of an IRS inquiry. • The firm must have experience with arbitrage rebate calculations and experience working with governments similar to EPWater. • The firm must provide a detailed description of their approach, including a project plan and timeline. • The firm must provide resumes of all personnel assigned to the project and identify the primary contact. • The firm must describe their legal expertise and ability to ensure compliance with federal tax laws and regulations.
