The purpose of this Request for Information (RFI) is to acquire external stakeholder feedback that will assist New York State consider the value, benefits, and risks of funding offshore wind predevelopment activities. Feedback will be used to determine the potential structure and timing of a predevelopment Request for Proposals (RFP) and how that RFP should be designed to achieve the best outcome for New York State.
Comments responding to this RFI are due by Tuesday, March 10, 2026 at 3:00 p.m. ET, and should be sent to [email protected] with the subject line "OSWRFI26-1 Response". NYSERDA may reach out to respondents to seek clarifications. Any technical questions about this RFI should be directed in writing to [email protected] with the subject line "OSWRFI26-1 Inquiry".

Eligibility/Qualifications Requirements/Preferences:
Through this RFI, NYSERDA is seeking information from interested stakeholders, including offshore wind energy project developers and owners, transmission developers and owners, offshore wind energy system equipment manufacturers, supply chain manufacturers, disadvantaged communities, minority and women owned business enterprises, service-disabled veterans-owned businesses, other public or private stakeholders and members of the general public.
