Design of Police Promotional Sergeant Assessment

The City of Elgin is seeking a qualified vendor/consultant to design an assessment center for the Police Department's promotional process for the position of Police Sergeant. The assessment center will evaluate the performance of approximately 30-40 candidates. The vendor/consultant will work with the Chief of Police to design the assessment center, which will include a written examination and a series of exercises. The vendor/consultant will also be responsible for administering the assessment center, selecting qualified assessors, and providing a final report on the candidates' scores. Key responsibilities include: • Designing a written examination that reflects the operations and policies of the City of Elgin Police Department • Developing draft scenarios for the assessment center exercises • Administering the written test and assessment center exercises • Providing a written report on the candidates' scores and any appeals • Ensuring that the assessment center is fair, unbiased, and compliant with all relevant laws and regulations. The City of Elgin is looking for a vendor/consultant with experience in designing and administering assessment centers for law enforcement agencies. The vendor/consultant should have a strong understanding of the principles of assessment and evaluation, as well as excellent project management and communication skills.
