LONG-RANGE HOUSING PLAN CONSULTING SERVICES

The City of Englewood is seeking a qualified Consultant to develop a long-range Affordable Housing Plan that advances the City's housing goals and includes components consistent with the requirements of C.R.S. § 24-32-3705. The plan will be developed in three overlapping phases: procurement, data collection and community engagement, and plan development and adoption. The Consultant will work with City staff, elected officials, and community members to produce a plan grounded in Englewood's specific conditions, responsive to the findings of the 2022 HNA, and designed for practical implementation over time. Key aspects of the plan include: • Development of a long-range Affordable Housing Plan with components consistent with C.R.S. § 24-32-3705 • Inclusive community engagement with targeted outreach to renters, seniors, and households at risk of displacement • Analysis of local infrastructure constraints, including water supply, sewer capacity, and transportation, as they relate to housing development capacity • Identification of strategies to overcome barriers through zoning, intergovernmental coordination, or funding partnerships • Development of a displacement risk narrative and mitigation strategy The City has a total project budget of $80,000, with $60,000 in Housing Planning (HPLN) grant funds from DOLA and a $20,000 local match committed from Fund 46.
